Special Education Eligibility Evaluator (SpEd-EE) Endorsement

SpEd-EE endorsement attaches to a USBE Professional Educator License with an area of concentration in Special Education (K-12+), Preschool Special Education (Birth - age 5), Speech Language Pathology, School Counseling, or School Social Work. SpEd-EE identifies its holder as qualified to administer and interpret a specific set of standardized assessments which aid school teams in the determination of a student’s eligibility for Special Education services under the Individuals with Disabilities Education Act (IDEA). 

SpEd-EE Applicant Requirements:

      • Must have a Utah Professional Educator License in Special Education (K-12+), Preschool Special Education (Birth-Age 5), Speech Language Pathology, School Counseling, or School Social Work
      • A minimum of three years of related field experience

Upon completion of the SpEd-EE program, participants will complete the Special Education Eligibility Evaluator Endorsement form in licensing to attach to their Professional Educator License. 

NOTE: A SpEd-EE candidate without the Professional SpEd-EE endorsement may not administer tests without direct supervision of the Site Mentor Supervisor.

Getting Started

      • Request information by emailing sped-licensing@schools.utah.gov 
      • USBE verifies program requirements met and SpEd-EE packet sent to applicant
      • Applicant and LEA review information and sign acknowledgement form
      • Enroll at MSU 

Complete the SpEd-EE Program

      • Meet minimum coursework requirements with a “B” or better
        • Applicant may be reimbursed up to $500 for graduate courses as funds allow
      • Complete a Practicum Portfolio
      • Complete 2 academic years of supervised practicum (full time)
        • Year 1 - 160 hours with supervision and writing a minimum of six reports 
        • Year 2 - 20 hours with direct supervision and a minimum of two evaluation reports
      • Demonstrate competency 
      • Compete tracker forms
      • All other requirements as outlined in the SpEd-EE Handbook

 

REMINDER: USBE SpEd-EE program is an endorsement only program and not a degree-granting program.
